I don't have an installation disc for Office 2003 Standard to check, but
mscal.ocx is included with the Office 2003 SP2 update.

for convenience as it is required for the function that the web page
discusses.

Don't worry that is says VB6. It was written in VB6, but it is a
perfectly straightforward ActiveX control, and the VB6 runtimes are
distributed as part of Office 2003, so you will not need to do more
than distribute and register the control.
Completely free to use.
