If it's just this one document, I'll take a look at it if you can send me a copy. If it happens all the time with Forms then I suspect you need to repair the installation.

I have tried every combination or order of operation I can think of for
design mode, protection, etc. But it still comes up in Design Mode while
Protected and unProtected alike.

after unprotecting, exiting desugn mode and reprotecting?
