You buy a copy of the older version.
You also get a copy of VirtualPC, set up a virtual machine and load the
old version onto that, so that the old version doesn't interfere with your
Office 2003 on your main machine. On my PC I have VMs set up for every
version of Office from 97 onwards, for precisely this reason.
Whether you design using the oldest or newest, if you plan to support
multiple versions of Office, you stand no chance at all of being able
either to test adequately or to reproduce bugs reported by customers
unless you have available *all* the versions of Office that you plan to
support.
