Cannot run FormatBackgroundWatermark or find dialog

We have problems with printed watermarks on our desktop with Office XP sp3.
The screen does not refresh after a printed watermark is inserted and it
looks like sections of (non existent) text are selected [only if there is a
table in header]. Screen refreshes correctly if page down x 2 and page up
again. Want to capture the command and insert the 'refresh' action at end
of code. Found that cannot run formatbackgroundwatermark unlike most other
commands and there is no dialog available to access through code that I can
find. Is there any way of controlling this?
