I FINALLY SOLVED THE PROBLEM.

I have tried numerous things, but in the end none of them worked. To do a
brief summary of things I tried

-uninstalling/reinstalling antivirus software
-Uninstalling/reinstalling MS Office
- Uninstalling/reinstalling MS VISTA
- Uninstalling/reinstalling Mouse Drivers
- Changing Mouse Pad settings

So after trying nearly every single suggestion the kind people in this forum
and others suggested I got to thinking that if the problem seems to have
something to do with the mousepad on these specific systems I should try
replacing the mousepad which is what I did.

It fixed the problem. Granted, this is somewhat of a technical solution and
if you aren't comfortable working with computers you probably cannot do it
yourself, but If you can read an instruction manual Dell's website has
manuals that will tell you step by step how to disassemble and reassemble
your laptop so that you can make the necessary repair. The mousepads
themselves can be purchased from dell or on ebay for around 10 dollars. I
