Sorry, the language packs for 2007 are not compatible with Office 2003. The
comparable product is Microsoft Proofing Tools for Office 2003, which bundled
together support for more than 30 languages
(http://office.microsoft.com/en-us/help/HP052611211033.aspx).
It appears that MS has scrubbed the 2003 Proofing Tools off the face of the
earth, as most online vendors indicate that it's no longer available. If you can
still get it, the most likely place is Translation.net
(http://www.translation.net/microsoft_proof_2003.html) or you may find someone
selling a copy on eBay.
