It shows up only when the flagged word contains a grammar problem (or, something Word thinks is a problem). It doesn't show up for spelling problems.

Is the flagged problem for grammar (should have a green underline and the highlighted text in the dialog box should be green) or for spelling (underlining is red and the highlighted word should be red in the dialog box).

When spell/grammar checking a document, the Explain button is missing from
