Try installing TweakUI in a folder with 8 characters or less in the
name. Right-click on TweakUI.inf and select Install.
(Install doesn't like long folder names)
An alternative is to browse to the folder you unzipped it to when it
suggests a disk.
If TweakUI doesn't fix it, then try here or repost with your own
details. Sometimes "the same problem" can be a little different.
