This is where i get confused. I set the margin, but the footer is
automatically attached to the botom of the documet. So if a user inputs a
footer it goes right into the margin, which is where i don't want any text to
be able to be input. How do i move the footer of the bottom of the page and
to the top of the margin?

And in addition, set the footer position to 1.5" or greater to prevent users.
from inserting a footer into the margin. The default setting for the footer
is within the bottom margin, 1/2" from the page edge.

Set the bottom margin to 1-1/2 inches.
