Hi Khoshravan,
Okay, you need to clarify whether you are typing in Outline View, or in Page
Layout View. Also, exactly what steps do you carry out to "change the level
to second"? Be over-detailed.
IF you are using Outline View:
In that case, there is a Demote to Body Text icon (double arrows) that you
should use to change the level for the main text.
This article about how Outline View works may not answer your specific
question but might be useful in other ways:

Dear Diaya
Thanks for your info. My word is 2002.
What exactly I am planning to do is that I type some head title (in level 1)
below eachother by pushhing enter at end of each. Then I want to type main
body for each. I suppose the main body should be in typed in second level. I
make a blank line and try to change the level to second but whole linebelow
it goes to 2nd and 3rd level.
I haven't read your qoated site, let me reach you again when I read it.
