Scrolling issue in long document

I have a long document (about 250 pages), and most of it has no
problems. However, there is a section near the beginning that drives me
crazy. Whenever I try to scroll through it, either using arrow keys,
page up / down, or the mouse wheel, the scrolling action works
differently. Instead of quickly scrolling entire lines, individual
words seem to get moved, so I'm "stuck" in this section for a looong
time as I scroll-wheel or arrow-key through it. I assume that I must
have accidentally applied some strange formatting to it. Can anyone
guess what happened here, and how to correct it?

Thanks!
