Specify starting number 4 heading numbering

I have 20 or so Word 2002 files that use headubg numbering
defined as part of the built in heading styles. I set up
the numbering scheme using Shauna Kelly's informative
article

I am not sure, however, how to specify the starting number
for each heading within each file. For example, the third
file may need to start at section 3.2.

I've been asked not to use a master & sub document setup
due to problems that have been reported with this
capability.
