This suggestion is a shot in the dark - not guaranteed to work.
Each user has a different version of "normal.dot", which contains that
user's personal preferences. You may find that although your version of
normal dot is OK, the other user is using a corrupted version of
"normal.dot".
To check this possibility, log on as Administrator and search the PC for
the other user's "normal.dot". You will find the different versions of
"normal.dot" at C:\Documents and Settings\<user's name>\Application
Data\Microsoft\Templates. Rename the suspect file as "normal.bak".
Log off as Administrator. Then, log on as the other user and start Word
2003. Winword will immediately create a "clean" version of "normal.dot"
for that user.
If that resolves the problem, look no further. Otherwise, you can log
on as Administrator to reverse the process (i.e. to delete the new
version of "normal.dot" and then rename "normal.bak" as "normal.dot".
