Problems when creating a German RTF



We have our software license agreements in several languages. We create
them from Word to RTF. Recently, the engineer in charge of these things
noticed that the German RTF was not re-flowing when the window size
changed, yet the French and the English ones were.
I have:
Saved the .doc as a .txt and re-imported it into a clean .doc file, and
re-applied the formatting, following the way the French and English
files were formatted. No go.
Applied various other languages to the text. No go. However, when I
applied "German" to a copy of the French .doc, it would not reflow.
I am beginning to suspect a flaw in the way MS Word/RTF "sees" German.
I am on a PC, using MS Word 2002 SP3. My computer is set to use 2-bit
fonts as well, since we also do a lot of work in Japanese, Korean, and
Chinese.

Any advice, pointers, redirects to websites will be met with confetti
and hugs. This is driving me batty!
