Change a TOC to web links?



Must be a way, but I'm not finding it. I have a table of contents at the top
of a document with links to page numbers within the document, but when I
save it as a web page, the links disappear. Of course there are no longer
"pages" in the converted document, but I'd think there would be some easy
way to retain the links. I mean, people must be doing this all the time,
right?
