automatically filling-up unwanted gaps

If a figure is at the bottom of the page and if some line is added before the
figure, the figure goes to the next page ('In line with text'/ sqaure
layout). This creates a big gap at the bottom of the page.
It would be nice if there is any option to fill up these unwanted gaps
automatically.
