Text wrap problem

I'm using Word 2003 (although I had this problem with 2000, too). I have a
text box containing a picture with call-outs, and all the elements are
Grouped. The text box is configured to "Square" text wrapping. It is set to
wrap on Both Sides. The Distance From Text is set to .1 on Top and Bottom and
..13 Left and Right.

The problem is that when the text around the text box reaches the bottom of
the text box it breaks to the next page. As I move the text box up or down it
shows more or less text, but the text always stops at the bottom of the text
box and continues on the next page. It doesn't matter whether I place the
box on the right, left, or center of the page.

Sometimes I have placed a text box in this manner and the text has wrapped
around it properly at first, but then later I've made a change to either the
text or text box and somehow the text fails to wrap to the bottom of the text
box.

Can anyone tell me how to fix this???
