You can't. Text can't flow over a section break. You may find it most satisfactory not to insert the diagram until text editing is complete.

In a word document I have three sections. In the first and third section I
want continuous text to flow. In Section 2 I have a diagram. How can I have
my text automatically continue from section 1 to Section 3 as I make changes.
