Graphics may snap to the document grid. You can hold the Alt key as you drag
them to override the grid.
Alternatively, you can turn off the grid entirely: On the Page Layout tab,
click Align, and then click Grid Settings. Clear the options to snap objects
to grid and/or to other objects.

In Word 2003, I could drag graphcs all over the page and they'd stay right.
where I put them. In Word 2007, they seem to be snapping to something - but
I'm not sure what.
The graphics are set to Tight Wrapping (which I always used in 2003). Other
than that, I really don't know what to set.
