That's certainly very odd. If you were inserting the image as a "watermark," then it would naturally be washed out by default, but it appears you're not. Also, wrapped graphics anchored to the header often display dimmed even in Print Preview but print correctly, but that doesn't seem to be the issue, either, if you're actually experiencing fading in the print output. It does seem to be a printer problem.

It looks like it's a printer problem, not a Word 2007 problem. The document
prints full color on a different printer.
