Restart Numbering Option Not Available--Sometimes

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I'm using Word 2003 on Windows XP. I have a list item that needs to start
renumbering. By double-clicking the item in the document, I open the Bullets
and Numbering dialog box. The Restart numbering and Continue previous list
options are disabled.

This behavior does not occur at all times.

I am unable to determine when and when not this behavior will occur and
under what conditions.
