HTML Editing

When I edit the HTML page with Word 2003 and either save by clicking
save or by save it as a html file, it is losing the comment lines from
the saved HTML file.
The comment lines are between the markers <!-- and -->

It was saving it with the comments earlier and has now completely
removed the comments from the saved file. Any idea how I can save with
the comments preserved?
