Yes, the Workgroup Templates location in the dialog is meant to give you a
place for shared templates. Put the templates in a folder that everyone can
access, and have each user point their Workgroup Templates location to that
folder. Just changing that setting on your computer isn't enough, everyone
else has to set the same thing.
