The "Padlock" isn't in the tools but you can add it to your Quick Access
Toolbar as Jay suggested. To protect/unprotect a document, on the Developer
tab, click Protect Document and then click "Restrict Formatting and Editing"
if necessary. This will open the Restrict Formatting and Editing" task pane
you should see the commands for protecting/unprotecting.

However, I still cannot unlock the Word 97-2003 doc that I am trying to

the "Protect" tab, and "unrestricted access" is checked, yet I can't type
