It is possible to get the result you are asking for by using
TOCreapply itformatting: Remove the underlining from the heading style and
pressingas direct formatting (for example, by selecting the text and
Ctrl+U); then update the TOC.
Note, however, that you may find it easier to just live with the
appearance that you have now, that is, either having the entire
entry underlined or having no underlining at all.
