I'm still not sure why you are going this roundabout way. If you create a
numbered reference list, you can insert a cross-reference to any reference
using Insert | Reference | Cross-reference to Numbered item. If you add new
references, the references themselves will renumber automatically, and the
cross-references will update when you update fields (at print time, for
example).

i find a way out...as following

Select the text in the reference section
Turn it into a numbered list
Right-click on the numbers and select "Bullets and Numbering"
Select the Numbered tab
Click on the "Customize..." button
Change the number format to [X] where X is the number appearing in the
window when you first opened it
Click OK until you've closed all the pop-up windows
Each of your references should now begin with [X] where X is a number
Put your cursor in the text where you want a numbered reference to
appear
From the Insert menu, select "Cross-reference..."
In the pop-up window that appears, you should have the list of
references that you just created
Select the correct reference and click on Insert
A numbered reference should appear where you had placed your cursor
