It was the bookmarks. I had to go back and add bookmarks to all my
locations individually. There probably is a faster way to go back and add
the bookmarks, but at least I got it done. Thank you for your help!

you *then* created manual page breaks. For this and any number of other
valid reasons manual page breaks should be avoided. Use paragraph formatting

I don't know what you're referring to as 'titles' (Headings?), but Bookmarks
are invisible reference points you set in the document text. They can then
be used for a variety of purposes. Look them up in Word Help, but to get you
started:
Select a word or passage (or just place the insertion point) you want to
bookmark, press Shift+Control+F5 (or Insert>Bookmark if 2003 or earlier),
then type the name you want to recognize it by (no spaces) & click Add. When
you insert a hyperlink using Insert>Field click the big button labeled
Hyperlink. Your list of bookmarks will appear, select the appropriate one &
click OK.
Note: To see where the bookmarks are while editing, go to Tools>Options>View
& put a check in the Bookmarks checkbox. You'll have gray brackets around
bookmarked passages or a gray I-beam if a bookmarked spot in the text.

The hyperlinks I have created to go to specific areas of my document
don't
seem to be working. I click on the hyperlink, but instead of taking me
to
the correct place, it takes me to the page break before the area I want
