Tricky! I don't think there's a single key to switch - not with balloons (F6 will do it if you use different panes)
If you are editing a comment, ESC will take you back to the document at that comment.
Alt+Up/Down Arrows will move through comments and the start of the document.
If there is not a higher priority context menu (such as spelling errors), you can use right click (either via the dedicated key next to the right Ctrl key or via Shift+F10) and then the arrow keys to select "Edit Comment".
In extremis perhaps, the GoTo Dialog can be operated with the keyboard.
