You have exactly two choices:
1. Use Track Changes. Do _not_ accept the changes. Just leave them there.

-OR-
2. Don't use Track Changes. Apply the blue color to each answer, as you
described. This can be made a little quicker by defining a style for the
answers and including the blue color as part of the style; you can assign a
keyboard shortcut to apply the style. If the answers will be on the same
line with the questions, the style will have to be a "character style" (this
is a choice in the New Style dialog).

what i am trying to accomplish is as follows:

to change the ink color for every single question.
