Shortcut assignments associated with Word commands are by default stored in
normal.dot. If they are not working after you have refreshed normal.dot as
suggested then it is likely that some third party tool (installed three days
ago!) is interfering with the keyboard assignments. See what else is
running and work through the tips at

The difference between the first pair and the second pair is that
the first ones increase/decrease the font size to the next listed
size in the font dropdown. The second ones increase/decrease the
font size by one point. In some cases this is the same, in others
vastly different. In your case, if you select all and use Ctrl+]
twice, you will increase the point size of all the text by two
points.
