I don't really see the connection to your Normal.dot. Even in Word 2003, you can "lock down" your document and offer the user only a predefined set of styles.

If you don't want to use that feature: if you cannot teach the reviewers to use only Word's comment feature, for instance, you will always have to do a lot of "manual" afterwards.
