If you've discovered a way to keep the cursor from blinking, you need to
bottle it and sell it, as that's frequently requested. If the blinking
cursor is really what you're talking about, you can set the blink rate in
Windows Control Panel | Keyboard. If you're talking about the I-beam mouse
pointer, then, no, it never blinks.

My I-beam does not flash and it is very difiicult to locate when I have
several pages and flipping back and forth. Cannot remember how to change.
