If you didn't phrase the question so generally, I'd say we might be looking at a
damaged document. Constant repagination is definitely a sign that a document is
struggling with its internal structures.

If
    - Start Word in Safe Mode (hold the Ctrl key)
    - Open a problem document
    - Select and copy all the text WITHOUT the last paragraph mark and WITHOUT
any section breaks into a new document

Is the new document more stable?
