Standard Toolbar

I teach in a lab and have 30 computers in a Mac lab that I have loaded a
template on. 1 of the computers is showing that the "Standard" toolbar is
checked, however, it isn't appearing on the desktop. I have shut down,
restarted, and loaded a new template onto this computer. The "standard"
toolbar still isn't showing up. Any help will be greatly appreciated!!
