Your scanner should have come bundled with some software, one of which is
probably an Optical Character Recognition (OCR) program. This kind of
program is required to change the scanner's picture format into characters.
If you have one, install it and use it. If you don't have one, look around
in Google.

Even after you process the form through OCR, you may have a lot of trouble
filling it in -- most of these programs don't really "understand" forms.
There are special-purpose programs such as OmniForm that do, but they're
expensive.

Another possibility is to select the scanned picture and use the Text
Wrapping button on the Picture toolbar to send it behind the text. Then use
frames or text boxes to position the text to fill in. This can get really
boring... it might be quicker to find a typewriter somewhere.
