I'm afraid not, but thanks for taking the time to give the advice. The page numbers still act in exactly the same way.

On the File menu, choose Page Setup. In the Page Setup dialog
box, click the Layout tab. Make sure that "Section start" is set
to "Next page", and that "Apply to" is set to "Whole document".
Click OK.
Now, when you set the desired starting page number, does Word
behave as expected?
