Thank you Graham. The exact problem was that Word was not persisting my
enabling of the Outlining toolbar unlike every other toolbar which persists
when you close and reopen Word. I've added the two macros and those do the
job. Thank you. :)

Force it on with auto macros i.e. Add the line
CommandBars("Outlining").Visible = True
to both an autoopen and an autonew macro in normal.dot
