Do you mean that the jpg file contains an image of text, which you'd like to
convert into actual text? If so, then load the file into Office Picture
Manager and choose File - Export, and export the file to tif format.
Next, open Microsoft Document Imaging (in Microsoft Office Tool folder) and
open the tif file. From the menu, choose Tools - Recognize Text using OCR
(optical character recognition). Finally, choose Tools - Send text to Word.
Or, if you'd simply like to have the jpg file in a Word document as a
picture, choose Insert - Picture, etc.
