An Excel macro would not affect Word's normal.dot.
I still suggest checking this by logging in as the Administrator. There can be a whole world of difference between a real Administrator and someone who has Domain Admin permissions. Just try it for a stupid old man (me)!

Its on a Terminal Server and it does not matter who you log in as. I ended up.
putting all users in the local admins group but it does not make any
difference, local or domain. Can a Macro in Excel possibly cause issues with
the normal template?
