Try starting Word in Safe Mode. It's a little more aggressive than using winword /a. While starting Word hold the Ctrl key. Continue holding it until you're prompted to start in Safe Mode.
Also, do you happen use Norton AV? If so, go to Norton Options and in the Miscellaneous section turn off "Enable Office Plug-in". This option has been known to cause conflicts in the Office applications and apparently we're encountering a new strain of odd error messages in Office 2007 due to the Office Plug-in these days.

The problem actually started when I was installing Office Enterprise after I
had uninstalled it due to the same error message. As is was installing,
anytime it would run across installation items for outlook, I would get the
message I posted here except it was for MSOHTMED.exe. Groove nor Word will
load but Outlook will.
I tried the winword /a and it still didnt load. I dont know what the issue
is. I may have to do the long uninstall. Not looking forward to that. :)

More than likely your IT guy deleted references to Excel add-ins that are
stored in the Registry. A runtime error indicates a malfunctioning add-in.
The solution is to check your add-ins. Uninstalling and deleting all
references in the Registry is the long path to take for a simple solution.
