Many of us are able to place a picture behind text and print it, but some
printer drivers may cause problems such as you experienced. There is a
Compatibility Option to "Print body text before header/footer" which might
affect the results.

It sure gets frustrating when the documantation and books state that you
do something (place a picture behind text) when in fact it doesn't workfile
during printing. I guess it is asking to much for book writers and help
creators to actually test something before declaring it true.
I only found this due to previous posts where it was mentioned that text
boxes are a form of layers.
