Do you have any suggestions for when you have this issue but the security
patch KB908531 is NOT installed on the machine? I have having the same issue
but don't have this security patch on the machine.

Deleting "Security Update for Windows XP (KB908531)" worked great. My PC
is
working as it should. This includes opening saved documents. the "save as"
function and the down arrow at the end of the Internet Explorer address
bar.
