Rapid Flashing Cursor

I and other people have noticed this problem in Word 2003, which was not
present in Word '97.
Approximately 50% of the time, the cursor blinks at the normal speed, the
rest of the time, it blinks at a erattic, very fast, falshing rate. If you
press the space key, it will return back to the normal rate set in (Control
Panel | Keyboard).
I have read other posts about flashing cursors and the reply was to fix it
by doing the following:
You can speed up or slow down the blink rate, but this is a
Windows setting (Control Panel | Keyboard).
This does not work for me as is erratic and only at the rate shown in
control pannel half of the time.
