Hi Bryan,

As strange as it may sounds, it's possible you have encountered a
bug/corruption in the Handwriting Recognition services. Try the
following:

- Open your Control Panel
- Open Regional and Language Settings
- Select the Language tab
- Click Details
- Remove Handwriting Recognition

If you are utilizing Handwriting Recognition you should be able to add
it back without it causing further problems.

Also, if this does correct the problem could you tell us if you have
services installed for more than one language?
