RE: PHsettings.exe not able to be accessed

I figured out the problem. Trying to run phsettings.exe and phoneapp.exe
from explorer would give me the error. If I ran it from a command line
shell, it would execute properly. On to trying to figure out why the voip
sessions are not establishing.
