It is not the responsibility of USB Host Controller but the USB Class Driver.
In this case, it is the USB Mass Storage Class Driver which's source can be found under public\COMMON\oak\drivers\usb\class\storage\

Hi All,
I am testing my USB Host controller Driver . The Hardware used is DM6446 and
OS running on it is WinCE 6.0. I connected a USB based SD Card reader to my
hardware . I insert an SD card into the card reader with the write protect
knob of the card on. Now when i try to delete a file from the card ,i am able
to do it. I beleive that the USB Host controller driver should not allow me
to delete file on the card when the card is write protected. I am new to USB
and not able to figure out where this information(Write protect) is passed to
the upper layers of the USB Stack from USB Host Controller. Please guide me
to resolve this issue.
