Missing Bootloader File Causes Build to Fail

After adding a lot of code to a previously working build and clearing sysnta
and link errors, I began to get this error. I'm not able to get rid of the
error by removing the new code. Web searches and searches of this site
haven't provided any info.
What is required to create this file?
