There's nothing that you can do if you must continue using the old registry.
You'd have to patch, somehow, the time zone settings in this old registry
and there are a ton of them.
I'd fix the main problem and get the time zone data fixed before deciding
that there's some other problem.

But the registry is old(last update in 2006 ),as you said this isuue may

And this is another phenomena need clarify.As the customer's request we
added a new function that is when press "OK"button in Date/Time Properties
window,the current setting date/time (GetSystemTime(&sDate);)will be
stored
in registry,so when reset the PDA can restore Date/Time . The problem is
the
reset time is one hour advanced from the the time before reset if I
checked
the checkbox(AUTO DST).
for example:
Before reset time is 2009-04-14 8:00 am, press OK to store Date/Time and
closed the Date/Time Properties window,reset the PDA,check the time is
2009-04-14 7:00 am
This problem may have the same root cause as the sync time one hour
difference isuue.

updated DST information, or b) the desktop updates that have the latest

transition information. Since the updates for the PC happened
automatically, I'd guess that the OS that you have on your Windows CE

The system is Wince 5
CPU is PXA300
set the pc time zone same as PDA's time zone which have DST(such as
GMT-08:00 Pacific Time),and make sure the "Automatically adjust
clock
for
daylight saving"box be check ed in PC side,and this check box don't
be
checked in wince Date/Time control panel
Then connect PC and PDA use USB activesync ,after sync ,The time
displayed
on the PDA is one hour advanced from the host PC.
Is it a bug of Wince?
How to solve it?
