Time and Date Synchronization - 1 hour difference

The system is Wince 5
CPU is PXA300
set the pc time zone same as PDA's time zone which have DST(such as
GMT-08:00 Pacific Time),and make sure the "Automatically adjust clock for
daylight saving"box be check ed in PC side,and this check box don't be
checked in wince Date/Time control panel
Then connect PC and PDA use USB activesync ,after sync ,The time displayed
on the PDA is one hour advanced from the host PC.
Is it a bug of Wince?
How to solve it?
