The question is not too difficult, *if* you have hardware to test and a BSP. Your question is so specific to hardware it is impossible to give a generic answer to your question, besides: Windows CE *is* a hard realtime operating system, but depending on the priority levels, cpu load, device drivers etc the jitter/latencies can be more or less than what you may expect. The definition of real-time in a CE context is "deterministic ISR and IST latencies", and this still holds in your case.
